I.
BACKGROUND AND JUSTIFICATION
Established in 1986 as Intergovernmental Authority on Drought and Development (IGADD) and revitalized, with expanded
development-oriented mandates, as Intergovernmental Authority on Development in 1996, IGAD is one of the Regional
Economic Communities (RECs) of the African Union consisting of Djibouti, Eritrea, Ethiopia, Kenya, Somalia 1, South Sudan,
Sudan and Uganda. Over the last many years, IGAD has been playing considerable roles in the promotion of sustainable social
development in the east and horn of Africa region.
A major part of IGAD’s contributions involve harmonization of policies and programs, advocacy and mobilization of political
will as well as needed resources, monitoring and evaluation of achievements in the implementation of international, regional and
subregional instruments, and creating fora for sharing best practices and common understanding of issues relevant to the
socioeconomic, political and social transformation of the region. In order to achieve its objectives, IGAD forges strong bilateral
and multilateral partnerships with member states, civil society/grassroots organizations; and regional and international institutions
such as the African Union, UNFPA, the World Bank, the EU and many others.
The African Union has adopted the African Youth Charter (2006) and the African Youth Decade (2009-2018) with and
implementation roadmap (2011). As one of the pillars of the African Union, IGAD has a mandate to implement both continental
and subregional initiatives. As a matter of fact, the IGAD Region has an estimated combined population of about 170 million of
which 60 to 70 per cent are young people (IGAD/ICPD, 2013). This youthful population group is dynamic and a great asset for
the development of the region. For this to happen, the IGAD region is desirous to harness the demographic dividend by building
the skills and capabilities of the youth as well as that of member states institutions to address the challenges of unemployment,
labor migration, peace and security.
To this effect IGAD believes that such efforts should be guided by a coherent and multi-sectoral youth policy with a clearly
articulated, costed, and time-bound implementation plan for the next five or so year as part of the ICPD beyond 2014 global and
regional initiatives. As a matter of regional priority, the envisaged “IGAD Multi-sectoral Youth Policy should pay special
attention to the situation of young people in the pastoralist and Cross-Border Mobile Populations (CBMP).
II. OBJECTIVES
The overall purpose of the present consultancy service is to elaborate a comprehensive IGAD Multi-sectoral Youth Policy
(MYP) in the context of the ICPD beyond 2014 and the post-2015 global initiatives for sustainable development in the east and
horn of Africa, with particular focus on the peculiar features of the demographic dynamics of the Region. This Multi-sectoral

IGAD works with the three enteritis or zones of Somalia (Puntland, Somaliland and South Central regions) on a
wide-range of development issues.

Youth Policy should serve as a harmonization and coordination framework for all actors and stakeholders dealing with youth
and development issues including, but not limited to, access to quality education, employment creation, active participation of
the youth in small and micro-enterprise schemes, conflict resolution and peace-building, prevention of illicit and human
trafficking, etc. The Policy can be informed by the experiences and lessons learnt from member states that had adopted and
implemented similar policies, in the context of the ICPD Programs of Action (PoA), national poverty reduction strategies and
others.
The specific objectives of the assignment will include, among others, to:
o
compile basic data on youth and demographic dynamics in the IGAD member states;
o
analyze and synthesize, based on the IGAD ICPD+20 Report as well as relevant national statistical records, trends in
youth population growth, employment status, levels of poverty, labor migration and related challenges as well as
opportunities for young people;
o
identify policy and institutional niches in IGAD Member States as well as the underlying causes and ways of redressing
these deficiencies;
o
prepare a draft IGAD Multi-sectoral Youth Policy (MYP) and its implementation plan with Performance Indicators
(PI) as well as Monitoring and Evaluation (M&E) matrix;
o
propose an appropriate institutional framework/architecture to coordinate regional programs and initiatives on youth
and development matters;
o
present the same to the IGAD Secretariat as well as to a validation workshop to be organized by the latter; and
o
Incorporate comments, inputs and finalize the draft within the stipulated time frame.
III. INDICATIVE INPUTS/DOCUMENTS
The IGAD Secretariat shall make available to the Consultant the following key documents:
o
The IGAD ICPD+20 Report and the Call for Action mentioned above;
o
The IGAD regional SRH strategy policy framework
o
The African Union Youth Charter/Youth Decade and Plan of Action;
o
UNFPA Strategy on Adolescents and Youth: Towards realizing the full potential of adolescents and youth
o
The IGAD Gender Policy and Strategy, the IGAD Strategy (2013-2015), the IDDRSI Strategy; and other relevant
policy documents of IGAD; and
o
National youth/Adolescent and development strategies as well as reports of exploratory missions, if applicable.
IV. REQUIRED COMPETENCIES AND EXPERIENCES
The Consultant should have the following key competencies:
o At least a Masters Degree in demography, population and development policies, statistics, sociology, anthropology,
international relations, or any other related social sciences;

o At least ten (10) years of progressive work experience in population, reproductive health, development and/or policy
formulation, implementation and monitoring and evaluation; familiarity with the African context, particularly within
the IGAD Region, is desirable;
o Detailed knowledge of the ICPD/PoA, especially on youth and adolescent development including reproductive health
and family planning among the youth; demonstrated experience in the IGAD countries as well as with its partners,
preferably with the UNFPA, the African Union and other partner agencies will be added advantages;
o Excellent skills in drafting, editing and oral presentation of reports; and
o Fluency in English with basic knowledge of French plus efficient use of computer.
V. DUTY STATION AND DURATION OF THE CONSULTANCY SERVICE
The consultant will be based at home with initial travel to the IGAD Secretariat in Djibouti with the possibility of travelling to
member states when deemed necessary. The consultancy service will be carried out for 30 days working days.
VI. CONSULTANCY FEES
The Daily Consultancy rate for this consultancy is based on the consultant’s previous consultancy with IGAD and UNFPA.
Payment of the consultancy fee shall be on installment basis with a fixed amount of payment to be effected upon satisfactory
completion of the different phases of the assignment and submission of all the necessary deliverables, including a final report of
all the activities. The Consultant shall also be entitled to a Daily Subsistence Allowance (DSA) as per the IGAD rate when
travelling to member states. IGAD will cover transport costs related to the consultancy with prior arrangement and authorization
