ARTICLE 1. Organisation
Le 2014 TOUR OF QATAR, 13 édition, est organisé par la Qatar Cycling Federation avec le concours technique et sportif d’Amaury Sport Organisation (A.S.O.) sous les règlements de l’Union
Cycliste Internationale (UCI). Il se déroule du dimanche 9 au
vendredi 14 février 2014 et comprend 5 étapes en ligne et une
étape contre la montre individuel.

ARTICLE 7. Délais d’élimination
ARTICLE 11. Classement par points
Il est accordé dans chaque étape en ligne un délai d’arrivée
augmenté de 10 % par rapport au temps du vainqueur.
Pour l’étape contre la montre individuel, il est accordé un délai
d’arrivée établi sur le meilleur temps augmenté de 25 %.
Toute situation d’exception peut être tranchée par le Collège des
commissaires après consultation de la direction de l’organisation.
Un classement par points est établi par l’addition des points
obtenus dans chacune des étapes, ainsi que lors des sprints
intermédiaires suivant l’article 2.6.017 du règlement de l’UCI.
ARTICLE 2. Type d’épreuve
ARTICLE 8. Étape contre la montre individuel
L’épreuve est réservée aux coureurs de la Catégorie Hommes Élite.
Elle est inscrite au calendrier Asia Tour en Hors Classe, et attribue
les points suivants selon l’article 2.11.014 du règlement de l’UCI :
au classement général individuel : 100 – 70 – 40 – 30 – 25 –
20 – 15 – 10 – 9 – 8 – 7 – 6 – 5 – 4 – 3 points aux 15 premiers
coureurs classés ;
au classement de chaque étape : 20 – 14 – 8 – 7 – 6 – 5 – 4 – 2
points aux 8 premiers coureurs classés ;
au porteur du maillot de leader à chaque étape : 10 points
L’étape se déroule selon les articles du chapitre IV « Épreuves
contre la montre individuelles » du règlement de l’UCI.
Seul le matériel conforme au règlement des courses sur route
en peloton est autorisé.
Les départs sont donnés de 1’ en 1’ dans l’ordre inverse du
classement général individuel établi à l’issue de la 2e étape.
Toutefois, le Collège des commissaires peut modifier cet ordre
afin d’éviter que deux coureurs d’une même équipe se suivent.
Dès le départ du 1er coureur, l’entraînement est interdit sur le
parcours.
ARTICLE 3. Participation
Conformément à l’article 2.1.005 du règlement de l’UCI,
l’épreuve est ouverte aux :

équipes nationales
Conformément à l’article 2.2.003 du règlement de l’UCI, le nombre
de coureurs par équipe est de 5 au minimum et de 8 au maximum.
ARTICLE 4. Permanence
La permanence d’accueil se tient samedi 8 février 2014 de 14h30
à 18h30 à l’Hôtel Ritz Carlton de Doha.
Le retrait des dossards par les responsables d’équipes licenciés se fait de 14h30 à 16h45.
La réunion des directeurs sportifs, organisée suivant l’article
1.2.087 du règlement de l’UCI, en présence des membres du
collège des commissaires, est fixée ce même jour à 17h00 à
l’Hôtel Ritz Carlton de Doha.
ARTICLE 5. Radio-Tour
Les informations course sont émises sur la fréquence « Radio-Tour »
de 162.150 Mhz.
ARTICLE 6. Assistance technique neutre

Le service d’assistance technique neutre est assuré par la société
Mavic avec 3 véhicules.
ARTICLE 9. Bonifications
Des bonifications en temps, reportées uniquement au classement général individuel, sont attribuées dans toutes les étapes
en ligne suivant l’article 2.6.019 du règlement de l’UCI.
Elles concernent les sprints intermédiaires et l’arrivée. L’attribution de ces bonifications est la suivante :
1°) à chaque sprint intermédiaire, il est attribué respectivement
3“, 2“ et 1“ aux 3 premiers coureurs classés ;
2°) à l’arrivée des étapes, il est attribué respectivement 10“,
6“et 4“ aux 3 premiers coureurs classés.
ARTICLE 10. Classement général individuel au temps
Le classement général individuel au temps est établi par l’addition des temps enregistrés dans chacune des étapes en tenant
compte des bonifications et pénalisations suivant l’article 2.6.014
du règlement de l’UCI.
En cas d’égalité, les centièmes de seconde enregistrés lors du
contre la montre individuel serviront à départager les coureurs.
En cas de nouvelle égalité, il est fait appel à l’addition des places
obtenues à chaque étape et, en dernier ressort, à la place obtenue dans la dernière étape disputée.

ARTICLE 1. Organisation
The 2014 TOUR OF QATAR, 13 edition, is organised by the
Qatar Cycling Federation with technical and sports-related assistance from Amaury Sport Organisation (A.S.O.) under the
regulations of the International Cycling Union (UCI). It will take
place from Sunday 9th to Friday 14th February 2014 and will
comprise 5 straight stages and a time trial.

ARTICLE 11. Points classification
In each straight stage, there is a finishing deadline that will be
increased by 10% in relation to the winner’s time.
For the time-trial, a finishing deadline will be established
based on the best time increased by 25%.
Any exceptional situations may be settled by the Stewards’
Committee after consultation with the race management.
A points classification is established by adding together the
points obtained in each stages as well as the intermediate
sprints according to article 2.6.017 of the UCI regulations.
ARTICLE 2. Type of event
ARTICLE 8. time-trial
This event is reserved for riders in the Elite Men’s category. It
is a Hors-Class event registered on the Asia Tour calendar, and
awards points as follows, according to article 2.11.014 of the
UCI regulations:
the general individual classification: 100 – 70 – 40 – 30 – 25
– 20 – 15 – 10 – 9 – 8 – 7 – 6 – 5 – 4 and 3 points to the first
15 riders;
stage winners: 20 – 14 – 8 – 7 – 6 – 5 – 4 and 2 points to the
first 8 riders;
to the wearer of the leader’s jersey for each stage: 10 points.
The stage will take place according to Chapter IV of the UCI
regulations, “Time-trials”.
Only equipment that complies with the rules of a mass-start
road race will be authorized.
Riders will start 1’ by 1’ in reverse order of the general team classification established at the end of the 2nd stage.
However, the jury of race marshals can modify this order
in order to avoid that two riders from a same team follow
each other.
Once the 1st rider has set off, training is forbidden on the route.
ARTICLE 3. Participation

In accordance with article 2.1.005 of the UCI regulations, the
event is open to:

national teams.
In accordance with article 2.2.003 of the UCI regulations, the
number of cyclists per team is restricted to a minimum of 5
and a maximum of 8.
Time bonuses, applied only to the general individual classification, are awarded for all the straight stages according to article
2.6.019 of the UCI regulations.
They concern intermediate sprints and stage finishes, and are
awarded as follows:
1). 3“, 2“ and 1» will be awarded to the first 3 riders in intermediate sprints;
2). 1 0“, 6“ and 4» will be awarded to the first 3 riders at
stage finishes.
ARTICLE 4. Race Headquarters
ARTICLE 10. General individual time classification
The race headquarters will be open on Saturday 8th February
2014 from 2.30 pm to 6.30 pm at the Ritz Carlton Hotel in Doha.
Licence-holding team managers will be able to collect race numbers from 2.30 pm to 4.45 pm.
The team managers’ meeting, held pursuant to article 1.2.087 of
the UCI regulations, in the presence of members of the Stewards’
Committee, will be held on Saturday 8th February at 5.00 pm at the
Ritz Carlton Hotel in Doha.
The general individual time classification is established by
adding together the times recorded for each stage, taking bonuses and penalties into consideration, in accordance with article 2.6.014. of the UCI regulations.
In case of equality, the hundredths of a second registered during the individual time-trial will be used to differentiate the
riders. In case of a further equality, we will look at the addition
of places managed on each stage and eventually the place managed on the last stage competed on.
ARTICLE 5. Radio-Tour
Information on the race will be broadcast on “Radio-Tour”,
using the frequency of 162.150 MHZ.

In accordance with article 2.6.016 of the UCI regulations, the
team classification for each stage is established by adding together the three best individual times from each team. In the
event of a tie, the teams shall be separated by adding together
the number of places obtained by their three best placed riders
on the stage. If the teams are still tied, they shall be separated by
the place obtained by their best rider in the stage classification.
The team general classification is established by adding together the three best individual times from each team in every
stage. In the event of a tie, the following criteria shall be applied in order until the teams are separated:
1) the number of first places in the daily team classification;
2) the number of second places in the daily team classification , etc.
If the teams are still tied, they shall be separated by the place obtained by their best rider in the general individual classification.
Any team reduced to fewer than three riders is eliminated from
the general team classification.
