AHTNA JOB ANNOUNCEMENT POSITION DETAILS SUBSIDIARY/COMPANY AHTNA INCORPORATED JOB TITLE NATURAL RESOURCES TECHNICIAN REPORTS TO SENIOR VICE PRESIDENT RATE OF PAY DOE FULL TIME, TEMPORARY/SEASONAL FLSA NON-EXEMPT DEPARTMENT LAND & RESOURCES LOCATION/SITE GLENNALLEN, AK SCHEDULE VARIES HOURS 4/10’S OPEN DATE 07/02/2014 CLOSE DATE 08/14/2014 A STATUS SUMMARY The Natural Resource Technician (NRT) will be based out of Glennallen but will be assigned a specific geographic area. Work consists of patrolling Ahtna lands. Patrol includes re-directing individuals that are accessing Ahtna land without a properly issued “Ahtna Land Use Permit” and reporting individuals accessing Ahtna land without a permit to the lead official at representing the land owner including state and/or federal B agencies. The NRT is required to carry a firearm for wildlife protection, and therefore must successfully pass a certified Firearms Training. The NRT is also required to carry non-lethal deterrent for protection, and therefore must successfully pass Non-lethal Deterrent training. The NRT is required to drive an Ahtna, Inc. vehicle to conduct patrols and must pass a thorough background check and also meet specified driving standards. ESSENTIAL DUTIES AND RESPONSIBILITIES – Including, but not limited to: Patrols Ahtna lands by several modes of transportation including, but not limited to: truck, ATV, snow machine, boat, airplane, hiking and walking. Ensures security of land and resources. Monitors for conditions that could result in injury or loss due to fire, flood, and any other man made or natural causes. Certified to carry and use a fire arm. NRT must successfully complete training for fire arms for protection from wildlife. NRT is required to carry a non-lethal deterrent and successfully complete training for a non-lethal deterrent for protection from close proximity threats. Reports to supervisor any unusual or suspicious conditions/behavior detected upon interaction with the public. Must be able to gather requested data during patrols; and provide detailed written and oral reports of all activities on Ahtna lands. Logs, compiles, and organize processes and summarizes many different types of data. Prepares reports, correspondence, compiles various statistical reports/graphs to support staff, supervisors or managers. Distributes or assists with distribution of Ahtna land use permits. Maintains current training and certifications required for the position. C Must be proficient in Geographic Information System (GIS) field use and mapping. Must professionally represent the Ahtna Land Department with shareholders, business community and the public. Works outdoors in a variety of weather conditions, which will include exposure to extreme weather. Operates or performs such standard office duties such as producing general written or electronic correspondence, handling a variety of telephone and office equipment, observing proper procedures to handle records or other materials. When asked by supervisor, must be willing to attend meetings dealing with Ahtna lands. Must understand basic federal and state land and fish and game laws and practices. Be a local staff resource to Ahtna shareholders, Ahtna villages, and the Land & Resource Department in Ahtna Region. Be a technical resource to the local Ahtna shareholders and general public to provide education about the location of Ahtna lands and management policies and procedures. Participates in village and community meetings as needed. Make weekly visits to Ahtna village council offices as invited. Able to maintain a high level of confidentiality. SPECIAL SKILLS Administrative/Clerical - Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology Professionalism - Approaches others in a tactful manner; reacts well under pressure; treats others with respect and consideration regardless of their status or position; accepts responsibility for own actions; follows through on commitments Remote Field Work – Understands wilderness survival skills, possesses a general knowledge of cold weather operations for equipment and personnel, demonstrated familiarity with outdoor equipment operation (to include ATVs, boats, snow machines and D chainsaws), demonstrated familiarity with the usage of radio and satellite communication methods, possesses a general understanding of river conditions and riverboat operations, and demonstrated familiarity with firearms. Safety and Security – The individual actively promotes and personally observes safety and security procedures, determines appropriate action beyond guidelines, reports potentially unsafe conditions or behaviors and uses equipment and materials properly Shareholder Relations – Demonstrated ability to relate to Alaska Native Shareholder needs and concerns. The individual must be able to understand and adapt to the requirements of public relations activities in rural Alaska Software & Reporting - The individual is experienced with MS Word and Excel and has a working knowledge of the other software tools within the Microsoft Office Suite Teamwork - Focuses on solving conflict; maintains confidentiality; listens to others without interrupting; keeps emotions under control; remains open to others' ideas; tries new things; Balances team and individual responsibilities; exhibits objectivity and openness to others' views; gives and welcomes feedback; contributes to building a positive team spirit; puts success of team above own interests; able to build morale and group commitments to goals and objectives; supports everyone's efforts to succeed QUALIFICATIONS REQUIRED: E A minimum of three (3) years of progressively responsible work experience that demonstrate ability to meet core competency requirements. Knowledge of local ecosystems and the environment. High School Diploma, or equivalent, required Experience and knowledge of Alaska Native cultures Knowledge of computers and various software Driver’s License and acceptable driving record PREFERRED: Experience in patrol Experience and knowledge of Alaska Native cultures ETT certification Two years post-secondary training or equivalent certification Knowledge of ANCSA and ANILCA WORKING ENVIRONMENT Most work will be outside. Must be able to work in changing weather conditions and temperatures. Some office work included. PHYSICAL DEMANDS Frequent sitting, standing and walking. Frequent crouching, kneeling, and lifting.
