OPC Client Advisers

OPC Client Advisers are Parliamentary Counsel from whom client agencies can
obtain quick, informal advice about matters in which OPC has expertise that may not be
readily available in an agency, including the following:
(a)
options for legislative approaches;
(b)
matters necessary, desirable or acceptable for inclusion in Bills or instruments;
(c)
options for improving the standard of instruments and managing the sunsetting
of legislative instruments;
(d)
the form of drafting instructions.

For Bills and legislative instruments for consideration by the Governor-General in
Council, OPC is also able to provide in-depth advice early in development of legislative
proposals in special cases. However, this is where this would be of particular value and is not
a substitute for the development, maintenance and use of legislative expertise within
agencies. Client advisers do not necessarily end up drafting the Bill or instrument for the
clients they advise because drafting resources are allocated at the time of instructions.

OPC Instrument Client Advisers can also be contacted for information in relation to
OPC’s legislative drafting and publishing services. In addition to OPC's budget-funded
drafting work on Bills, regulations, proclamations, rules of court and Territory legislation,
OPC also provides specialist services on a fee-for-service basis. These services include
instrument development and drafting, instrument design, instrument preparation (including
formatting instruments for remaking and compiling amended legislative instruments),
editorial, training and research services.
