Broward County Aviation is truly proud to host the Airport Noise Mitigation Symposium. We hope you have arrived with high expectations because we are

can assist the FAA in terms of noise mitigation.

9:15–10:15 a.m. Session #2–FLL Sales Assistance and
Conveyance Program (Avigation Easements)
Within the FAA’s Airport Improvement Program (AIP) Handbook, Chapter 8, Section 2 of FAA Order No. 5100.38C –Noise
Compatibility Project, Subsection 811 (b.) – Land Acquisition
without Change to Land Use – it states that an airport sponsor’s approved noise compatibility plan may include “purchase
assurance’, “sales assurance”, or “transaction assistance”
measures to acquire for resale or assist a market sale of eligible non-compatible property without changing the existing
land use. These measures assist homeowners to move from
the noise impact area by facilitating a timely market sale of
their noise-impacted property. Participating properties are
eligible for noise insulation prior to sale or resale. While this
form of land use compatibility is much less common than fee
simple land acquisition and noise insulation, there are numerous successful examples, nationwide. The presentations in

Session #3–Land Acquisition–
T.F. Green Airport Case Study
In June 2000, Rhode Island Airport Corporation (RIAC) began
a Voluntary Land Acquisition Program that included 259 residential properties. The total program cost was approximately
$73 million. In 2011 RIAC obtained approval from the FAA to
extend one of their runways, which will allow them to grow
their future services. Due to the extension, they are now implementing a land acquisition program that includes mandatory
and voluntary takings for roadway relocation, safety, and noise
exposure purposes.
The land acquisition program has encountered numerous
challenges over the years – impacted by significant declines in
real estate values, stricter lending laws, Rhode Island’s highest
unemployment rate in the U.S, and a variety of unique family circumstances. RIAC’s acquisition team has been working
closely with the program sponsor and FAA officials to find creative ways to allow homeowners to participate in the program,
while maintaining the program’s eligibility for reimbursement.
This session will discuss some of those creative solutions including the use of the purchase price differential to offset negative equity, lender short sales and even RIAC held financing.

and Future
This session will focus on ACRP research and its importance
to noise mitigation programs as evidenced by three
presentations. The first will highlight recently completed
research on product longevity, per ACRP Report 105,
Guidelines for Ensuring Longevity in Airport Sound Insulation
Programs. The second will report on on-going research per
ACRP project 02-51, Evaluating Methods for Determining
Interior Noise Levels Used in Airport Sound Insulation
Programs. The third will generally describe the goals of
the Airport Cooperative Research Program and discuss
upcoming projects, the RFP process and opportunities to
participate as a member of the panels that provide feedback
on ongoing research.

3:45–5 p.m. Session #5–Insulate Tight, Ventilate it Right
This session will be focused on several facets of ventilation.
It hopes to address questions such as: What is correct ventilation, what do the current building codes require, what does
PGL 12-09 require, what are pre-existing ventilation deficiencies, are homes below the 45 dB eligible for ventilation,
and if they do not have an existing positive ventilation system,
does an air conditioning system deliver energy efficient positive air flow? Focus will be made on the types of ventilation
available and how they actually work to satisfy building codes
and PGL 12-09. Are we taking full advantage of products
offered that deliver efficiency according to HVI and Florida
Power & Light Company (FPL). FPL will provide knowledge of
the current and future energy codes that need to be followed
in order to qualify for funding.
