registered as a voter; hut if his namendoes not appear on an election roll the returning officer

29: A matter which in my view merits consideration i$ the need for candidates in parliamerjtary elections to produce a certificate of proficiency'in English. It must be somewhat
humiliating for an educated person to have to apply for a certificate that he is proficient in
English, especially when the applicant is better educated than the person authorised to issuer
such a certificate. After all, a prospective,candidate'does not have.-to produce a certificate that
he is not insane or that he is not a bankrupt. I feel proficiency in English should be a requirement
- for membership of the legislature but that nonproficiency should be grounds for removing a
person from the legislature and not of preventing him from standing. I realise, of course, that a
person being sane when elected can become insane whereas.it is unlikely that being proficient
in English he could, a short while later, lose this proficiency, but I still think we could be less
"colonial" in our constitution.

30. The possibility of double voting was raised after the elections. There was no evidence
that double voting had taken place but it was pointed out that it was possible for such voting
to occur. In the-first elections held in 1965 such voting would have been easier to detect because
centres like Gaborone and Lobatse had only one polling station each. Therefore, polling
agents could have identified people who were attempting to vote twice at the same polling
station.. But with the creation.of polling districts for the purposes of local government elections.,
eleven polling stations were created in Lobatse and nine in Gabprone. Obviously in such
circumstances it would be fairly easy for a persorf to be registered at more than one polling
station and to vote more than once.
31 If double voting is thought to have occurred or if it appears that it might occur in the
future, then the obvious thing to do is to adopt measures to make it easy to identify people
who have voted. In Zambia and Kenya this is done by requiring people to insert their thumb in
