COST COMMENTARY REVIEW OF TENDER PRICE MOVEMENTS IN HONG KONG According to Rider Levett Bucknall’s Tender Price Index, which measures tender price movements of builder’s works in the private sector in Hong Kong, there was an increase of 1.3% in tender prices in the second quarter of 2014. On a year-on-year basis, the increase was 9.1%. The following are the second quarter year-on-year tender price movements of builder’s works in the private sector in the past five years: 2009 - 2010 2010 - 2011 2011 - 2012 2012 - 2013 2013 - 2014 +7.8% +8.1% +9.4% +7.1% +9.1% Hong Kong’s economy grew moderately by 1.8% year-on-year in real terms in the second quarter of 2014, compared with the 2.6% increase in the first quarter of 2014. On a seasonally adjusted quarter-toquarter comparison basis, real GDP decreased by -0.1% in the second quarter of 2014 over the first quarter of 2014. According to the Composite Consumer Price Index, overall consumer prices rose by 3.9% in August 2014 over the same month a year earlier, slightly lower than the corresponding increase (4.0%) in July 2014. The seasonally adjusted unemployment rate stood at 3.3% in June to August 2014, same as that in May to July 2014. The underemployment rate decreased from 1.5% in May to July 2014 to 1.4% in June to August 2014. Persons desiring to utilize any information appearing in the publication should verify its applicability to their specific circumstances. Cost information in this publication is indicative and for general guidance only and is based on rates at 2nd Quarter 2014. 1 Tender prices in the past five years have been rising at an average annual rate of about 7 to 9%, thanks to the significant increase in construction expenditure in both public and private sectors which has resulted in serious shortage of skilled workers and construction professionals. Contractors have become more cautious of risks and have less incentive to bid competitively for projects that have apparent physical or time constraints. With the progressive completion of major infrastructure projects in the next one to two years and the continual weakness in the regional construction material market, it is likely that although the rising trend of tender prices will continue in the coming few years, the rate of increase will gradually become more moderate. MACAU According to the Statistics and Census Service of the Macau government, Gross Domestic Product for the second quarter of 2014 rose by 8.1% year-on-year in real terms. The unemployment rate for May to July 2014 stood at 1.7%, same as that in April to June 2014. The average daily wage of construction workers was MOP657 in the second quarter of 2014, increased by 4.1% on a quarter-toquarter basis. The average daily wages of skilled and semi-skilled workers increased by 3.3% to MOP661 and that of unskilled workers rose by 2.7% to MOP387. The construction industry in Macau is still being dominated by the development of six major gaming resorts which are targeted to complete in late 2015 and 2016. In this year’s policy address, the Macau government has pledged to implement the construction of “post - 19,000 units” public housing, continue to increase land reserve for public housing development, and reserve land for residential use in the new reclamation areas. It is likely that after completion of the gaming resorts, the construction industry will benefit from the government’s new initiatives. The rise in construction cost will continue in the coming years, albeit in a less steady manner. MAINLAND CHINA Please refer to our China Report which can be downloaded from our website www.rlb.com. The following graphs are abstracted from the Hong Kong Construction Industry Performance Report for 2012, prepared by the Construction Industry Council (CIC) in collaboration with Rider Levett Bucknall:– Percentage of gross value of construction works to GDP 10.0% 9.0% 8.6% 8.2% 8.0% 7.9% 7.9% 7.1% 7.0% 6.4% 6.0% 5.8% 6.0% 5.6% 6.6% 6.1% 6.3% 5.0% 4.0% 3.0% 2.0% 1.0% The percentage of gross value of construction works to GDP, having been decreasing continuously since 2002, finally started to increase in 2008. The percentage was 7.9% in 2012. The percentage of gross value of construction works in the private sector remained fairly steady since 2005. The increase in the percentage since 2008 has been mainly contributed by the public sector. 0.0% 2001 2002 2003 2004 2005 2006 2007 2008 2009 2010 Year 2011 2012 Civil Works (Structures & facilities) New Building Works (Buildings) RMAA Works Public sector construction sites Private sector construction sites Whole Industry Source: Census and Statistics Department & Construction Industry Council Gross value of construction works per capita HK$ 18,000 16,589 16,500 17,876 16,114 15,000 15,789 14,832 14,424 14,039 14,002 13,500 15,310 13,945 14,276 13,435 12,000 10,500 9,000 7,500 6,000 4,500 3,000 1,500 0 2001 2002 2003 2004 2005 2006 2007 2008 2009 2010 2011 2012 Year Civil Works (Structures & facilities) New Building Works (Buildings) RMAA Works Public sector construction sites Private sector construction sites Whole Industry The gross value of construction works per capita demonstrated a decreasing trend between 2001 and 2006 except the RMAA works (i.e. repair, maintenance, alteration and addition works) which showed a gradual increase. From 2009 to 2012, the output of Civil Works was the major driver behind the increase of gross value of construction works per capita. The gross value of construction works per capita at Public Construction Sites also showed a rapid increase between 2008 and 2012, rising from HK$2,100 in 2008 to HK$6,163 in 2012. Source: Census and Statistics Department & Construction Industry Council Note 1 – Percentage of Gross Value of Construction Works to GDP = Gross value of construction works (whole Industry / respective categories or sectors) (in nominal terms) GDP (overall; at current market prices) Note 2 – Gross Value of Construction Works per capita = Gross value of construction works (Whole Industry / Respective categories or sectors) (at constant (2000) market prices) Capita (overall) Note 3 – Gross value of construction works (Whole Industry) = Gross value of construction works (at construction sites) + Gross value of construction works (at locations other than sites = RMAA Works) Note 4 – Gross value of construction works (at construction sites) can be calculated by using the formulas below: a) Gross value of construction works (Civil Works (Structure & Facilities)) + Gross value of construction works (New Building Works (Buildings)); or b) Gross value of construction works (Public sector construction sites) + Gross value of construction works (Private sector construction sites) 8 OFFICES IN HONG KONG, MACAU AND MAINLAND CHINA 中國、香港、澳門辦事處 HONG KONG 香港 20th Floor Eastern Central Plaza 3 Yiu Hing Road Shaukeiwan Hong Kong SAR 香港筲箕灣耀興道3號 東匯廣場20樓 Telephone 電話: 852 2823 1823 Facsimile 傳真: 852 2861 1283 E-mail 電郵: [email protected] BEIJING 北京 Room 1803-1809, 18th Floor East Ocean Centre 24A Jian Guo Men Wai Avenue Chaoyang District Beijing 100004 China 中國北京市 朝陽區建國門外大街24A 東海中心18樓1803-1809室 郵碼 100004 Telephone 電話: 86 10 6515 5818 Facsimile 傳真: 86 10 6515 5819 E-mail 電郵: [email protected] CHENGDU 成都 29th Floor Square One No.18 Dongyu Street Jinjiang District Chengdu 610016 China 中國四川省成都市 錦江區東御街18號 百揚大廈29樓 Telephone 電話: 86 28 8670 3382 Facsimile 傳真: 86 28 8613 6160 E-mail 電郵: [email protected] CHONGQING 重慶 Room 3007-3008, 30th Floor Metropolitan Tower No 68 Zourong Road Central District Chongqing 400010 China 中國重慶渝中區 鄒容路68號 大都會商廈30樓3007-3008室 郵碼 400010 Telephone 電話: 86 23 6380 6628 Facsimile 傳真: 86 23 6380 6618 E-mail 電郵: [email protected] DALIAN 大連 Room 1103 Xiwang Tower 136 Zhongshan Road Zhongshan District Dalian 116001 Liaoning Province China 中國遼寧省大連市 中山區中山路136號 希望大廈1103室 郵碼 116001 Telephone 電話: 86 411 3973 7778 Facsimile 傳真: 86 411 3973 7779 E-mail 電郵: [email protected] GUANGZHOU 廣州 Room 601 Taikoo Hui Tower 1 385 Tian He Road Guangzhou 510620 Guangdong Province China 中國廣東省廣州市 天河路385號 太古匯塔1 601室 郵碼 510620 Telephone 電話: 86 20 8732 1801 Facsimile 傳真: 86 20 8732 1803 E-mail 電郵: [email protected] GUIYANG 貴陽 Room E, 12th Floor Fuzhong International Plaza 126 Xin Hua Road Guiyang 550002 Guizhou Province China 中國貴州省貴陽市 新華路126號 富中國際廣場12層E座 郵碼 550002 Telephone 電話: 86 851 553 3818 Facsimile 傳真: 86 851 553 3618 E-mail 電郵: [email protected] HAIKOU 海口 Room 1708, 17th Floor Fortune Centre 38 Da Tong Road Haikou 570102 Hainan Province China 中國海南省海口市 大同路38號 財富中心17樓1708室 郵碼 570102 Telephone 電話: 86 898 6672 6638 Facsimile 傳真: 86 898 6672 1618 E-mail 電郵: [email protected] HANGZHOU 杭州 Room 2306 Green Town Deep Blue Plaza No. 203 Zhao Hui Road Hangzhou 310014 Zhejiang Province China 中國浙江省杭州 朝暉路203號 深藍廣場2306室 郵碼 310014 Telephone 電話: 86 571 8539 3028 Facsimile 傳真: 86 571 8539 3708 E-mail 電郵: [email protected] MACAU 澳門 Alameda Dr. Carlos D’ Assumpção No. 398 Edificio CNAC 9º Andar I-J Macau SAR 澳門新口岸 宋玉生廣場398號 中航大廈9樓I-J座 Telephone 電話: 853 2875 3088 Facsimile 傳真: 853 2875 3308 E-mail 電郵: [email protected] NANJING 南京 Room 1202, South Tower, NIC 201 Zhong Yang Road Nanjing 210009 Jiang Su Province China 中國江蘇省 南京市中央路 201號 南京國際南塔寫字樓 1202室 郵碼 210009 Telephone 電話: 86 25 8678 0300 Facsimile 傳真: 86 25 8678 0500 E-mail 電郵: [email protected] QINGDAO 青島 Room 2019, 20th Floor Parkson Commercial Plaza 44-60 Zhongshan Road Shinan District Qingdao 266001 Shandong Province China 中國山東省 青島市市南區中山路 44-60號 百盛商務中心20樓2019室 郵碼 266001 Telephone 電話: 86 532 8612 3015 Facsimile 傳真: 86 532 8612 3025 E-mail 電郵: [email protected] SHANGHAI 上海 22nd Floor, Greentech Tower No.436, Heng Feng Road Zha Bei District Shanghai 200070 China 中國上海市 閘北區恆豐路436號 環智國際大廈22樓 郵碼 200070 Telephone 電話: 86 21 6330 1999 Facsimile 傳真: 86 21 6330 2012 E-mail 電郵: [email protected] SHENYANG 瀋陽 25th Floor Tower A, President Building No. 69 Heping North Avenue Heping District Shenyang 110003 Liaoning Province China 中國遼寧省瀋陽市 和平區和平北大街69號 總統大廈A座25樓 郵碼 110003 Telephone 電話: 86 24 2396 5516 Facsimile 傳真: 86 24 2396 5515 E-mail 電郵: [email protected] SHENZHEN 深圳 Room 4510-4513 Shun Hing Square Diwang Comm.
