REVIEW OF TENDER
PRICE MOVEMENTS IN
HONG KONG
According to Rider Levett Bucknall’s
Tender Price Index, which measures
tender price movements of builder’s
works in the private sector in Hong
Kong, there was an increase of 1.3% in
tender prices in the second quarter of
2014. On a year-on-year basis, the
increase was 9.1%.
The following are the second quarter
year-on-year tender price movements
of builder’s works in the private
sector in the past five years:

Hong Kong’s economy grew
moderately by 1.8% year-on-year in
real terms in the second quarter of
2014, compared with the 2.6%
increase in the first quarter of 2014.
On a seasonally adjusted quarter-toquarter comparison basis, real GDP
decreased by -0.1% in the second
quarter of 2014 over the first quarter
of 2014. According to the Composite
Consumer Price Index, overall
consumer prices rose by 3.9% in
August 2014 over the same month a
year earlier, slightly lower than the
corresponding increase (4.0%) in July
2014. The seasonally adjusted
unemployment rate stood at 3.3% in
June to August 2014, same as that in
May to July 2014. The
underemployment rate decreased
from 1.5% in May to July 2014 to 1.4%
in June to August 2014.

Tender prices in the past five years
have been rising at an average annual
rate of about 7 to 9%, thanks to the
significant increase in construction
expenditure in both public and
private sectors which has resulted in
serious shortage of skilled workers
and construction professionals.
Contractors have become more
cautious of risks and have less
incentive to bid competitively for
projects that have apparent physical
or time constraints. With the
progressive completion of major
infrastructure projects in the next one
to two years and the continual
weakness in the regional construction
material market, it is likely that
although the rising trend of tender
prices will continue in the coming few
years, the rate of increase will
gradually become more moderate.
MACAU
According to the Statistics and
Census Service of the Macau
government, Gross Domestic
Product for the second quarter of
2014 rose by 8.1% year-on-year in
real terms. The unemployment rate
for May to July 2014 stood at 1.7%,
same as that in April to June 2014.
The average daily wage of
construction workers was MOP657 in
the second quarter of 2014,
increased by 4.1% on a quarter-toquarter basis. The average daily
wages of skilled and semi-skilled
workers increased by 3.3% to
MOP661 and that of unskilled
workers rose by 2.7% to MOP387.
The construction industry in Macau is
still being dominated by the
development of six major gaming
resorts which are targeted to
complete in late 2015 and 2016. In
this year’s policy address, the Macau
government has pledged to
implement the construction of “post
- 19,000 units” public housing,
continue to increase land reserve for
public housing development, and
reserve land for residential use in the
new reclamation areas. It is likely
that after completion of the gaming
resorts, the construction industry will
benefit from the government’s new
initiatives. The rise in construction
cost will continue in the coming
years, albeit in a less steady manner.

• The building costs exclude furniture, fittings and equipment (except hotel / serviced apartment / clubhouse),
site formation and external works, finance and legal expenses, consultants’ fees and reimbursables, value of
land and fluctuations in prices between the price date as specified above and the time of calling tenders. 建
築物單價並不包括家具及設備(酒店 / 服務式住宅 / 會所除外)、工地平整、室外工程、財務、法律、顧問公司等專業費
用,地價及由此單價生效日至投標時間之價格或匯率變動。
• Construction floor areas are measured to the outside face of external walls (or in the absence of such walls,
the external perimeter) of the building & include all lift shafts, stairwells and E&M rooms but exclude lightwells
and atrium voids. These areas are usually larger than Architect’s calculation of Gross Floor Area (Plot Ratio
Area). 建築面積乃量度至建築物外牆外面(若無外牆,則量度至邊周界),並包括電梯井、樓梯井、機電間,但不包括光

CONTRIBUTION OF HONG KONG’S CONSTRUCTION INDUSTRY
The contribution of the construction industry to the economy of Hong Kong can be measured by the percentage of
gross value of construction works to the Gross Domestic Product (GDP) as well as the gross value of construction work
per capita. The following graphs are abstracted from the Hong Kong Construction Industry Performance Report for 2012,
prepared by the Construction Industry Council (CIC) in collaboration with Rider Levett Bucknall:–

The percentage of gross value of
construction works to GDP, having
been decreasing continuously since
2002, finally started to increase in
2008. The percentage was 7.9% in
2012. The percentage of gross value
of construction works in the private
sector remained fairly steady since
2005. The increase in the percentage
since 2008 has been mainly
contributed by the public sector.

The gross value of construction works
per capita demonstrated a decreasing
trend between 2001 and 2006 except
the RMAA works (i.e. repair,
maintenance, alteration and addition
works) which showed a gradual
increase. From 2009 to 2012, the
output of Civil Works was the major
driver behind the increase of gross
value of construction works per
capita. The gross value of
construction works per capita at
Public Construction Sites also showed
a rapid increase between 2008 and
2012, rising from HK$2,100 in 2008 to
HK$6,163 in 2012.
