INDIA PRELUDE Despite signi cant improvements in accessing the safe drinking water during the last two decades, access to and / or availability of adequate quantity and availability of safe drinking water has now become a premium. As per the UNICEF reports, there are still some 1 billion people in the world who do not have access to safe drinking water and about 2.6 billion people have poor sanitation. World population is predicted to grow to 9.1 billion in 2050 and the corresponding food quantity to meet the rise in population needs to be increased by 70 percent pushing up the demand for more water for agriculture. Water and food security is consequently under threat. The theme and slogan of 'more crop per drop' is now gaining importance. Obviously, the resilience of ecosystem has to be protected at any cost by the mankind. CHALLENGES Till recently, the services provided by the ecosystem have not been well recognized. Fresh water availability greatly depends on the resilience of the ecosystem to various kinds of stresses such as food production, deforestation, groundwater withdrawal for domestic use and so on. Further, urbanisation coupled with industrialization is increasing the pressure on the surrounding ecosystems to get food and water on one hand and contamination of the available fresh water on the other hand, as many cities have little or no wastewater management system, especially in the developing and less developed countries. Wastage of food is further compounding these stresses. Water related hazards, which are common in these countries account for more than 80 percent of all natural hazards and their frequency and intensity are on the rise. The catastrophy of Uttarakhand is a recent example. On the positive note, there is a silent revolution in accessing the drinking water in rural India. RO and UV systems have been installed by private entrepreneurs in the majority of villages, while not much importance has been given for providing improved sanitation systems. Another important challenge is the management of groundwater which is providing huge buffer to the recurring droughts in arid and semi-arid regions. But its continuous exploitation and consequent depletion even in the con ned aquifer systems in the Gangetic plains are calling for immediate remedial action. In the context of changing water demands and climate change, there is a strong need to assess the resilience of the ecosystems with appropriate scienti c tools to develop cost effective, socially acceptable and sustainable technologies. In this crucial context, the Centre for Water Resources is proposing to organize the 4th International Conference on Hydrology and Watershed Management (ICHWAM) from 29 October -1 November 2014 with the focal theme on Ecosystem Resilience - Rural and Urban Water Requirements . The conference also coincides with the completion of 25 years of the Academic Programs of the Centre for Water Resources, JNT University Hyderabad. This conference is also a part of ICHWAM series of conferences organized during the years 2002, 2006 and 2010. This will be truly an international conference with delegates expected to be more than 400 from national and international organizations. There will be special sessions on the topics relating to Climate Change, Sustainable Agriculture and Water Resources Management. SCOPE OF THE CONFERENCE The focus of the conference will be on the exchange of information, deliberations, cross fertilization of ideas and research outcomes so as to evolve ways and means to address the practical challenges encountered in all aspects of water and environment in the changing scenario. Speci cally, the conference will focus on important issues related to water, land and environment with a special reference to the resilience of ecosystem in the context of climate change in order to have sustainable water for rural and urban requirements by taking a holistic view from watershed level to river basin level. Yet it will not loose its global perspective since the entire globe can be considered as a single watershed. Colloquium on “education in Water and Environment” The colloquium is arranged on the occasion of the completion of 25 years of the Academic Programmes of Centre for Water Resources.
