医学部を卒業し病院の医師として 3 年間勤務した後、医療行政に転身する。
厚生労働省の医系技官であるが国内より国際協力に関係した業務が多く、在
スリ・ランカ日本国大使館一等書記官（経済協力担当）、ＷＨＯ／西太平洋
地域事務局（WPRO）技術移転プログラム担当医官(PTT)、厚生労働省国際課
国際協力室長、国際医療センター国際協力部長、東京検疫所長などを歴任した。
国内業務では、院内感染対策、医療放射線、救急救命士の育成などを担当し
ており、鳥取県福祉保健部にも出向した。
JICA では、医療に関連した案件を担当しており、特に感染症分野での案件が
多い。特に途上国と日本研究者の共同研究（SATREPS）で感染症研究が１０件
実施中で、その進捗管理で多忙となっている。
なお、JICA の国際緊急援助隊（JDR）のメンバーとして、地震（1999 年トル
コ）、津波（2004 年スマトラ沖地震の被害を受けたスリランカ）、高潮（2008
年ミャンマー）の被害をうけた地域に派遣された。

Dr. Kanai had 3 year experience at the clinical medicine and changed his role
to Japanese government as a medical official.
Working in the health ministry, the ministry focuses mainly on national matters,
he has had a lot of opportunities to work for international matters; First secretary
at the Embassy of Japan in Sri Lanak (ODA); Medical officer of programme on
Technology Transfer (PTT) WHO/WPRO (Regional Office for the Western
Pacific); Director for Office of International Cooperation, International Affairs
Division, Ministry of Health, Labour and Welfare (MHLW); Director General for
Bureau of International Cooperation, National Center for Global Health and
Medicine (NCGM); Director General for Tokyo Quarantine Station, and so on.
For the national affairs, he had handled nosocomial infection, medical
radiation technology, emergency life-saving technician and etc. He worked at the
Health and Welfare bureau of Tottori Prefectural Government.
At JICA, he has handled ODA about medical matters, especially infectious
control. Cooperative research programs which are called SATREPS are
performed by researchers between developing countries and Japan. About 10
programs are on-going now, he is quite busy to coordinate and manage those
programs.
Dr. Kanai is also a member of the disaster management medical team (JDR)
under JICA, and has joined 3 missions for disaster damaged countries of
earthquake(Turkey in 1999), Tsunami(Sri Lanka after Smatra earthquake in
2004), and high tide after the cyclone(Myanmar in 2008).
