Stadt- und Regionalbibliotheken, die für die regionale Literaturversorgung verantwortlich sind, einen regionalen Sammelauftrag oder eine Funktion bei der Erhaltung des kulturellen Erbes der Schweiz wahrnehmen, können durch die Versammlung der ordentlichen Mitglieder als assoziierte Mitglieder aufgenommen werden. Aufnahmegesuche sind an den Vorstand zu richten. Stadt- und Regionalbibliotheken, die bisher Mitglied der BIS-Interessengruppe Studienund Bildungsbibliotheken waren, gelten automatisch als aufgenommen. Die Liechtensteinische Landesbibliothek, Vaduz, ist ebenfalls assoziiertes Mitglied. Die Vertreter von BIS und SAB sind Gäste der Konferenz. Der Vorstand kann weitere Gäste zu den Versammlungen einladen. Assoziierte Mitglieder und Gäste nehmen an den Versammlungen der ordentlichen Mitglieder mit beratender Stimme teil.
