Dear fellow soldiers,
ladies and gentlemen,
Sehr geehrte Kameradinnen und
Kameraden,
Kolleginnen
und
Kollegen, meine sehr geehrten
Damen und Herren,

May I warmly welcome you to
the
second
Combat
Medical
Care Conference organized by
the Bundeswehr Hospital Ulm in
cooperation with the Specialized
Operations Training Center and the
German Society for Military Medicine
and Pharmacy in Ulm and Neu-Ulm.
This year‘s motto „There and Back
Again“ describes not only the
imperative to reach the patients in
due time, but also the need to leave
the danger zone together with them
as quickly and unscathed as possible
again.
Among other things, effectiveness
of forces in such a scenario depends
significantly on the competence
of a wide range of different, highly
qualified specialists who obtain the
best possible outcome by cooperating
professionally. High requirements,
however, are also put on the material,
not only on the personnel. „Faster,
smaller, lighter“ - these catchwords

Wehrpharmazie e.V. begrüße ich Sie
herzlich in Ulm und Neu-Ulm.
Das diesjährige Motto „There and
Back Again“ beschreibt nicht nur
die Notwendigkeit, die Patienten
zeitgerecht zu erreichen, sondern
auch, gemeinsam mit ihnen die
Gefahrenzone möglichst schnell und
unbeschadet wieder zu verlassen.
Die Effektivität der Kräfte in einem
solchen Szenario ist unter anderem
entscheidend von der Kompetenz
einer Vielzahl unterschiedlicher
und hoch qualifizierter Spezialisten
abhängig, die durch ihr professionelles
Zusammenwirken
bestmögliche

Ergebnisse erzielen. Doch nicht nur
an das Personal, auch an das Material
werden hohe Anforderungen gestellt.
„Schneller, kleiner, leichter“ – mit
diesen Schlagworten lässt sich kurz
und knapp zusammenfassen, in
welche Richtung die Entwicklung
voranschreitet.
Gerade in den in den letzten
Jahren hat der Sanitätsdienst
erhebliche Fortschritte bei der
Weiterentwicklung
präklinischer
Fähigkeiten gemacht. Als ein Beispiel
sei an dieser Stelle das Basismodul
des
Luftlanderettungszentrums
Spezialeinsatz
genannt,
das
verdeutlicht, wie Miniaturisierung
und Gewichtsoptimierung in Einklang
mit unserer Maxime gebracht werden
können, den Soldaten im Falle einer
Erkrankung, eines Unfalls oder einer
Verwundung im Auslandseinsatz
eine
medizinische
Versorgung
zuteilwerden zu lassen, die im
Ergebnis dem fachlichen Standard in
Deutschland entspricht.
Doch nicht nur die chirurgische
Behandlung haben wir weiter
nach vorne gebracht, wir haben
auch durch die Befähigung von
Ersthelfern und Combat First
Respondern die Handlungsfähigkeit
in der Rettungskette noch weiter
ausgebaut. Damit ist es gelungen,
ein Portfolio zu schaffen, mit dem die
sanitätsdienstliche Unterstützung
eines breiten Spektrums taktischer
Einsatzoptionen ermöglicht wird.
Die CMC-Konferenz leistet einen
entscheidenden Beitrag zu dieser

Especially in the last years, the
Medical Service has been making
considerable progress as to the
further development of preclinical
capabilities. The basic module of the
special operations air-transportable
surgical hospital shall be mentioned
here as example to illustrate how
miniaturization and weight reduction
can be brought into line with our
guiding principle that in cases of
illness, accident or injury during
deployments abroad, the soldiers
will receive medical treatment in line
with the standards they may expect in
Germany.
Besides bringing forward surgical
treatment, however, we have also
further advanced the capacity to act
along the evacuation chain through
the qualification of First Aiders and
Combat First Responders. In doing
so, we have created a portfolio that
enables provision of medical support
in a wide range of tactical operational
options.
The CMC Conference provides a
significant contribution to this
development.
As multifaceted as our capabilities,
as different, yet, are the challenges
we are facing again and again - and
often unpredictably. Particularly
with an eye to the current
developments worldwide, goals like
„networking“, „sharing experience“,
and „multinational cooperation“,
therefore, are actually without any

alternative for operations to be
successful.
Use this conference for an
interdisciplinary
exchange
of
experience that cuts across training
levels. For the CMC Conference offers
an opportunity to look at the scenarios
from most different angles and to
discuss them with fellow soldiers
and colleagues from the military, law
enforcement authorities, disaster
medicine and rescue services which in
this form is unique.
On that note, I wish all participants a
perceptive conference with interesting
and constructive talks.

sind, so unterschiedlich sind aber
auch

Herausforderungen,
die immer wieder – und oft auch
unvorhersehbar – auf uns zukommen.
Insbesondere mit Blick auf die
aktuellen globalen Entwicklungen
sind Ziele wie „Netzwerken“,
„Erfahrungsaustausch“
und
„multinationale
Kooperationen“
für erfolgreiche Operationen daher
mittlerweile ohne Alternative.
Nutzen Sie die Konferenz für einen
ausbildungsstandübergreifenden
und interdisziplinären Austausch,
denn die CMC-Konferenz bietet
Ihnen eine in dieser Form einmalige
Gelegenheit, die Szenarien aus den
unterschiedlichsten
Blickwinkeln
zu beleuchten und mit Kameraden
und Kollegen aus den Bereichen
Militär,
Strafverfolgungsbehörden,
Katastrophenmedizin
und
Rettungsdienst zu diskutieren.

Sehr geehrte Kolleginnen und
Kollegen, liebe Kameradinnen und
Kameraden, meine Damen und
Herren!

I cordially welcome you here in Ulm
and Neu-Ulm to the second Combat
Medical Care Conference which
alternates annually with the TCCC
Symposium in Pfullendorf.
We owe our comrades wounded in
action a professional and high-quality
care throughout all levels of treatment.
Accordingly, this issue represents an
important part in missions abroad
and during pre-mission trainings.
Especially with regard to the recent
events in France and Brussels, the
treatment of wounded policemen and
civilians under persistent threat or
danger becomes a special challenge.
Themed „There and back again“,
topics of tactical medicine and
casualty care are highlighted, from
on-scene to the hospital, as part of
missions of armed forces as well as
police.
The characteristic of this conference

Entsprechend nimmt dieses Thema
einen großen Stellenwert im Einsatz
und in der Einsatzvorausbildung
ein. Gerade auch im Hinblick auf die
aktuellen Ereignisse in Frankreich
und Brüssel wird die Versorgung
von verwundeten Polizisten sowie
Zivilisten unter
persistierender
Bedrohung oder Gefahr zu einer
besonderen Herausforderung.

workshops are offered for more than
1,000 participants from different
participating groups of the armed
forces, the federal police and the state
police as well as the civil emergency
medical services from more than
25 nations. Thereby, a purposive
knowledge exchange, also between
the different groups, takes place which
has a special appeal and quality by
providing a certification for Combat
Life Savers.
Optimal planning and realisation
requires team spirit and cooperation.
In this sense, my special thanks and
appreciation go to all the organizers

Fellow Servicemen and Women,
auch in diesem Jahr findet
turnusgemäß
die
traditionelle
Combat Medical Care Conference,
unter der bewährten Leitung des
Bundeswehrkrankenhauses
Ulm,
statt.
Die weltweite Beteiligung unserer
Streitkräfte an Auslandseinsätzen
und die in jüngster Zeit sich
verschärfende sicherheitspolitische
Lage, sowie dem damit erhöhten
Gefährdungspotential, lässt die
Bedeutung
der
medizinischen
Versorgung auf dem Gefechtsfeld
stetig ansteigen.
Nach dem im letzten Jahr am
Ausbildungszentrum
Spezielle
Operationen in Pfullendorf erfolgreich
durchgeführten EUSOM-Symposium
(früher TCCC-Symposium), wo mit
Schwerpunkt der taktische und
präklinische Bereich beleuchtet
wurde, soll diesmal wieder der

world and the security situation that
has been worsening in recent times,
creating an increased risk potential,
are factors that steadily increase the
importance of casualty care on the
battlefield.
Unlike the EUSOM symposium
(formerly TCCC symposium) that was
successfully conducted at the Special
Operations Training Centre (SOTC)
in Pfullendorf last year and mainly
focused on casualty care in a tactical
environment/ preclinical care, this
year‘s event will once again take
place at a „point of excellence“ and is
intended to provide a platform for a

Herzlich willkommen zur 2. CMC-C
in ULM. Ich freue mich, dass diese
Veranstaltung wieder so großen
Zuspruch erfährt. Das bestätigt
die vor einigen Jahren geborene
Idee, im Wechsel mit dem „TCCCSymposium“ in Pfullendorf ein
neues Format für die präklinischen
Anteile der Einsatzversorgung zu
schaffen. Die Möglichkeit, neben
Fortbildungsanteilen
auch
die
Rezertifizierung als EinsatzersthelferBravo zu erreichen, ist ein
zusätzlicher Attraktivitätsfaktor, nicht
nur für die Soldaten selbst, auch für
die Dienststellen und Truppenteile.
Erfolg lässt sich messen: Es sind
diesmal über 1 100 Teilnehmer/Innen
gemeldet. Das ist kein Zufall und
hat sicherlich mit dem attraktiven
Programm zu tun, das auf das Team
des Bundeswehrkrankenhauses Ulm
Welcome to the 2nd Combat Medical
Care-Conference in ULM. I am pleased
that this event, once again, is so well
received. This confirms the idea which
was born several years ago of creating
a new format for the prehospital part
of medical treatment alternating
with the „TCCC Symposium“ in
Pfullendorf. The possibility, among
further trainings, to achieve the recertification as Combat Life Saver
increases the attractiveness, not only
for the soldiers themselves, but also
for the departments and units.
Success can be measured: this time,
more than 1,100 participants are
reported. That’s not just by chance,
certainly it is based on the attractive
program by the team of the Military
Medical Centre Ulm, headed by Lt.

Take advantage of the meeting,
train skills, learn from research
and mission experiences, compare
notes comradely, visit the industrial
exhibition and inform yourself
here about technical and medical
innovations.
I wish great success to all of you and

aus, besuchen die Industrieausstellung und informieren sich dabei
über technische und medizinische
Innovationen.

of things couldn’t have got going if
the industry would not have joined.
They all deserve therefore thanks and
appreciation.
The missions of the German Armed
Forces are changing: fewer large,
but more often smaller ones. And
frequently, we are in missions together
with soldiers of other nations.
This means for the maintenance
of emergency care levels more
preparation and realistic training
together, with common standards,
especially for first responders. This is
not only asked on the scene, but also
as part of the treating team during
transport. The CMC-C 2016 motto is
therefore: „There and back again“.
Skills for medical first aid by nonmedical personnel are demanded
everywhere, even at home. The political
debate is working actively with the
issue of enlargement of the German
Armed Forces task spectrum at home,
beyond the disaster management, as
it is practiced in other countries for
a long time. But just the experiences
of Paris, Ankara and Brussels have
shown that, under terrorist threat,
police units have to be more and
more trained in tactical medicine and
the emergency medical service has to
develop an understanding of tactical
positions. It is therefore particularly to
appreciate that federal units as well
as state units and other authorities
come together at this conference to

Die Einsätze der Bundeswehr
verändern sich: Weniger Große, mehr
Kleinteilige. Immer häufiger sind wir
auch mit Soldaten anderer Nationen
im Einsatz. Das bedeutet für die
Erhaltung des notfallmedizinischen
Versorgungsniveaus
ein
Mehr
an Vorbereitung und realistischem Training, zusammen, nach
einheitlichen Standards, vor allem
für die Ersthelfer. Diese werden nicht
nur vor Ort, vielmehr auch als Teil
des Versorgungsteams während des
Transports gefordert. Das Motto der
CMC-C 2016 lautet deswegen auch:
„There and back again“.
Fähigkeiten
zur
medizinischen
Ersthilfe durch Nichtsanitätspersonal
sind überall gefragt, auch im
Inland. Die politische Diskussion
befasst sich derzeit intensiv mit
der Frage der Erweiterung des
Aufgabenspektrums der Bundeswehr
im Inland, über die Katastrophenhilfe
hinaus, was in anderen Ländern
schon lange praktiziert wird. Aber
gerade die Erfahrungen aus Paris,
Ankara und Brüssel zeigen, dass
unter terroristischer Bedrohung

Vom Mittelalter zur Moderne
- mit diesem Slogan präsentieren sich
zwei Städte mit Flair. Das Ulmer Münster
besitzt den höchsten Kirchturm der Welt.
Der „Löwenmensch“ im Ulmer Museum
gilt (mit geschätzen 35.000 Jahren) als
die älteste von Menschen gefertigte
Tierfigur der Welt und das Fischerviertel
beherbergt mit dem „Schiefen Haus“ das
wohl schiefste Hotel der Welt.
In den vergangen Jahrhunderten
haben Ulmer Bürger stets ihren
Pioniergeist bewiesen: Albert Einstein,
dessen Relativitätstheorie die Physik
revolutionierte, wurde hier geboren.
Albrecht Berblinger, der „Schneider von
Ulm“ versuchte bereits 1811 zu fliegen
- leider vergeblich. Dafür gelang dem
Neu-Ulmer Hermann Köhl der erste
Transatlantikflug von Ost nach West.
Aber Ulm/Neu-Ulm hat mehr zu bieten
als diese Superlative. Das Stadthaus
neben der berühmten Kathetrale sowie
der Münsterplatz wurden von dem
berühmten amerikanischen Architekt
Richard Meier gestaltet.
Und schließlich hat Prof. Dr. Ahnefeld die
„Rettungskette“ in Ulm definiert.

The Middle Ages meet the Modern Days
During the centuries Ulm citizens
demonstrated a lot of pioneering spirit:
Albert Einstein, whose theory of relativity
revolutionised the world of physics was
born here. Someone else who should not
be forgotten is Albrecht Ludwig Berblinger,
the ”Tailor of Ulm”, whose attempt to fly in
1811 sadly failed.
One Neu-Ulm legend is Hermann Köhl
who in 1928 was the first pilot to cross the
Atlantic flying east to west.
- under this slogan experience two cities
with flair. Ulm Minster has the tallest
church steeple in the world. The „lion
man“ in Ulm Museum, thought to be
around 35.000 years old, is the world‘s
oldest human-animal sculpture and the
Fishermen‘s Quarter (Fischerviertel) has
what is claimed to be the world‘s most
crooked hotel.
But Ulm/Neu-Ulm is not just about such
dated superlatives. At the foot of the
famous cathedral, and forming both
a contrast and a complement to this
dominating late-Gothic building, the
Stadthaus and the cathedral square were
designed by the renowned American
architect, Richard Meier.
And of course PhD Dr. Ahnefeld created
the „chain of survival“ at Ulm.

Ihre Gastgeber
Bundeswehrkrankenhaus Ulm
Als überreginales Traumazentrum ist das
Ulmer Bundeswehrkrankenhaus fester
Bestandteil der zivilen medizinischen
Versorgung. Die Klinik für Anästhesiologie
& Intensivmedizin spielt dabei in der
Versorgung voon Traumapatienten eine
wichtige Rolle, da sie seit 1971 für den
Rettungshubschrauber, die Zentrale
Interdisziplinäre
Notfallaufnahme,
die operative Anästhesie und die
Intensivstation verantwortlich ist.
Jährlich werden auf diese Weise
gemeinsam
mit
den
operativen
Abteilungen
mehr
als
24.000
Patienten versorgt. Die tägliche Arbeit
in diesem Traumazentrum ist ein
wesentlicher Beitrag zur Vorbereitung
auf die militärischen Auslandseinsätze
weltweit. Darüber hinaus wird ein
jährliches
Teamtraining
Taktische
Verwundetenversorgung
für
junge
Kollegen als Vorbereitung auf diese
Einsätze angeboten.
Traumateam
versteht
sich
als
Förderverein der Luftrettungsstation

Armed Forces Hospital Ulm
As a level one trauma center the Armed
Forces Hospital Ulm does not only care
for soldiers but for a majority of civilian
patients. Without saying the Clinic of
Anesthesiology and Intensive Care
Medicine is a key player in the treatment
of trauma patients, as it is responsible
for the HEMS-System (since 1971), the
Emergency Department, the Anesthesia
and the Intensive Care Unit. More than
24.000 casualties are treated every year
together with the operative disciplines.
The daily routine in this hospital qualifies
every employee for his missions in military
deployments. Furthermore a special
training course on TCCC priciples is offered
yearly to young physicians prior to their
first deployment.
Traumateam is an association of
employees, friends and supporters of
the (H)EMS Services at the Armed Forces
Hospital Ulm. It’s aim is organization and
support of training, workshops, scientific
conferences and studies in emergency
medicine and traumacare.
Year by year traumateam organizes
workshops to EMS related topics as
well as a monthly lecture for Emergency
physicians and EMS personnel.
A task force on ‚Tactical Medicine‘ of the
German Society of Anaesthesiology and
Intensive Care Medicine is mainly joined.
